WASHINGTON,
D.C. — Today, following
a drastic rise in antisemitism across college campuses, Senator Ashley Moody is
announcing
the introduction of her RECLAIM Act, which if enacted, will claw back
federal funds when institutions of higher learning violate students’ civil
rights. Since being sworn into the U.S. Senate, Senator Moody has been a vocal
supporter of the Jewish community and has demanded an end to violent
antisemitic behavior.

said, “We MUST claw back any funds from universities that do not protect the
civil rights of Jewish students – including taking back any unspent money. Too
many woke schools prioritize support for Hamas over their duty to protect the
civil rights of ALL students and it’s time they are held accountable. Lately,
the Left has cared more about protecting those that promote chaos on campus to disenfranchise Jewish students than bringing hostages
home. Congress should no longer subsidize hate—we must claw back federal
funding from campuses that violate students’ civil rights and that’s exactly
what this bill will do.”
Since
being sworn into Congress, and in addition to introducing the RECLAIM Act,
Senator Moody has taken the following action against antisemitism:
- Calling on Congress
to withdraw federal funds from schools allowing attacks on the civil
rights of Jewish students
- Releasing a video
marking 500 days since the deadly October 7 attack on Israel
- Calling for the
complete elimination of Hamas and voicing support for Israel
- Commending Secretary
of State Rubio for deporting antisemitic foreign nationals
- Commemorating
International Holocaust Remembrance Day
- Supporting Governor
Mike Huckabee on his confirmation for American Ambassador to Israel
- Resharing calls to
defund universities allowing anti-Israel rhetoric
Specifically,
the RECLAIM Act:
- Expands the prohibition on the
provision of federal funds to an entire entity found in violation of Title
VI, rather than limiting the prohibition to the specific activity being
funded.
- Grants the federal government
the ability to claw back federal funds that have already been awarded
during the period when the violation of Title VI was found to have
occurred by a court. Additionally, if those funds were already spent,
the bill enables the enforcing authority to recoup the full value of
awarded funds from the entity found in violation of Title VI, i.e. from a
university’s endowment.
- Creates a requirement to impose
a moratorium on the provision of federal funds to an entity if an
injunction is issued in a case where a Title VI Civil Rights Act violation
is alleged. Consideration for the entity to receive funds is
dependent upon a court certifying that the entity is compliant with the
injunction.
The
RECLAIM Act is one of Senator Moody’s first bills in Congress. She is proud to
have one of her first pieces of legislation focus on protecting students who
have their civil rights violated and stopping antisemitism on college campuses.
